PAGCOR Begins Work on New Corporate Office in Manila

The Philippine Amusement and Gaming Corporation (PAGCOR) and San Miguel Corporation (SMC) officially started the construction of PAGCOR’s new corporate office in Pasay City on Thursday.

The 40,000-square-meter facility will be located near Ninoy Aquino International Airport and the Entertainment City complex. The PAGCOR Corporate Center, which will cost Php2.45 billion, will be fully funded and built by SMC at no expense to the regulator. The initiative is part of a recent agreement in which SMC secured a lease on 15 hectares of PAGCOR-owned land. Under the deal, SMC will use 13 hectares for its own projects while allocating two hectares for PAGCOR’s new office.

A Major Step Forward for PAGCOR

During the groundbreaking ceremony, PAGCOR Chairman and CEO Alejandro Tengco explained that the agency has long operated from rented spaces scattered across multiple locations, often under less-than-ideal conditions. As such, he said that laying the foundation of the new corporate center is a “historic milestone” for the organization.

While the new facility will span 40,000 square meters, PAGCOR does not plan to occupy the entire space. Instead, it will lease out some of the commercial areas to bring in rental income, which should be enough to cover the building’s maintenance costs.

Beneficial for PAGCOR and SMC

The PAGCOR Corporate Center is being designed by JSLA Architects and constructed by New Golden City Builders, both of which are respected for their work on large-scale infrastructure projects.

SMC Chairman Ramon Ang noted that the company had commissioned top-tier architects and builders to ensure the project is completed by 2028. He also said that the partnership demonstrates the benefits of private-public collaborations in maximizing government assets to drive economic growth.

This is a mutually beneficial partnership between PAGCOR and SMC. While SMC will construct the Corporate Center, we will also use PAGCOR’s Nayong Pilipino property to build infrastructure that will complement airport requirements.

Tengco added that the Nayong Pilipino complex once celebrated for its cultural and historical significance, had remained inactive for years. However, with this new development, it is set to become a dynamic hub of progress and opportunity for PAGCOR.
