New York’s Senator Addabbo Continues Fight to Legalize Online Poker
Although there have been many unsuccessful attempts to legalize online poker in the state of New York, Senator Joseph Addabbo has recently introduced a Senate bill that is turning heads.

LISTEN TO THIS ARTICLE:The first serious effort to legalize online poker in the state of New York was roughly a decade ago when Gary Pretlow introduced a bill that was ultimately unsuccessful but has served as the groundwork for future efforts. Senator Joseph Addabbo, a long-time advocate for expanding gambling in New York, recently introduced Senate Bill S9226. This bill, focusing specifically on “internet poker”, aims to legalize games such as online Texas Hold’em and Omaha Hold’em. Currently, the bill is under review by the Senate’s Racing, Gaming and Wagering Committee.
S9226 proposes that the New York State Gaming Commission be authorized to license certain entities to offer online variants that require a significant degree of skill, namely Omaha Hold’em and Texas Hold’em. While the bill was introduced late in the legislative session, making its progress unlikely, Addabbo introduced it to gauge interest with a view to making a series of efforts next year.
New York’s Push for iGaming Legalization
The push for online poker legalization is part of a broader effort by New York lawmakers to expand legal gambling options within the state. Recently, a bill proposing the legalization of fantasy sports prop bets was also introduced. This initiative aims to capture revenues that are currently lost to the black market.
Addabbo highlighted the success of the legalized New York mobile sports betting market and pointed out areas where the Big Apple is losing revenue to other states. He emphasized the importance of keeping gambling money within the state to prevent financial losses.
Efforts to legalize online casino gambling in New York also continue to gain momentum. Addabbo mentioned that it wouldn’t be frustrating if online poker is legalized before broader iGaming initiatives, as it would still address the issue of lost revenue to other states.

Billions Lost Annually to Black Market Operators
A recent report found that approximately $10 billion is lost to illegal online gambling activities in New York, New Jersey, and Minnesota. This figure accounts for about a quarter of the $40.91 billion lost to the unregulated gambling sector across the United States. The report found that there are roughly 800 unlicensed gambling operators offering their services within the three states.
The report found that an estimated 49% of the iGaming money lost to the black market originates in New York while 27% of the online betting market also goes through illegal operators, despite it being legal in the state.
