New Sports Betting Act Introduced in Minnesota Legislature
Minnesota State Senator Jeremy Miller has introduced an amended legislative bill to establish a regulated sports wagering framework in the state.
Under the proposed legislation, Minnesota Sports Betting Act 3.0, the state’s 11 Tribes would be eligible for licenses to offer both in-person and mobile sports betting. Licensees would be subject to a 20% tax on revenue, which could potentially generate around $80 million in annual tax revenue for the state.
Minnesota proposes to allocate the tax revenue generated from sports betting as follows: 50% for charitable gaming tax relief, 25% to attract major sporting events, 20% to enhance statewide horseracing, 2.5% for problem gambling and mental health support, and 2.5% for youth sports grants.
The push to legalize sports betting in Minnesota has been ongoing for years. Lawmakers have held numerous discussions on the issue, and supporters have continued to draft and promote bills aimed at legalizing the activity.
Although a sports betting legalization bill gained momentum during the 2024 Minnesota legislative session, its advancement was halted due to opposition from horse racing interests, including Running Aces.
However, in November, Running Aces reversed its previous opposition and expressed its support for a joint approach to sports betting that would yield mutual benefits for multiple stakeholders.

A Bipartisan Solution Within Reach
With the new bill, Miller seeks to leverage the bipartisan support and momentum from previous sessions to legalize sports betting in Minnesota this year.
Minnesota continues to miss out on what is now a $150 billion industry. We were on the brink of success last year; I strongly believe 2025 could be the year we get this across the finish line. This updated proposal combines ideas from the last two versions of my Minnesota Sports Betting Act along with proposals from other sports betting bills that have made progress in the legislature. It also includes ideas brought forward by constituents and stakeholders. The goal of this proposal is to bring folks together to work toward a bipartisan solution to legalize sports betting in Minnesota.
Strong public support and newfound cooperation amongst previously opposing parties like Running Aces have made it increasingly likely that sports betting will become legal in Minnesota before the 2025 Super Bowl. If this happens, Minnesota will become the 39th state to legalize sports betting in the US, along with the District of Columbia.
