New Gambling Rules Approved by Adur and Worthing Councils
Adur and Worthing councils have outlined new measures aimed at tightening gambling regulations.

The new rules include introducing Challenge 25 checks, which require anyone who looks under 25 to show ID, and prohibiting credit use at casinos and bingo halls.
The proposed changes, influenced by updated guidelines from the UK Gambling Commission, were approved during licensing committee meetings on November 11 and November 25, as reported by the Local Democracy Reporting Service.
New Rules to Be Implemented by Feb 2025
The new rules are set to come into force by February 2025 and include allowing for undercover test purchasing to ensure that individuals under 18 are not accessing adult gambling venues. While ATMs will remain permitted on gambling premises, councils will have the authority to choose where they are placed.
Following a consultation, GamCare expressed support for the council’s decision to go “beyond the mandatory and default conditions” of the Gambling Act 2005. However, the organization suggested additional steps.
This commitment should include training frontline and primary care staff to recognize the signs of gambling harm and develop referral pathways to the National Gambling Helpline or local treatment providers.

Addressing Gambling Harm
Adur District Council’s proposals include staff training to identify and address signs of gambling addiction. The council’s policy includes measures for “brief intervention” when customers display problematic gambling behavior.
Citing data from a Public Health England report, the councils noted that 0.5% of the population are classified as problem gamblers, while 3.8% are at risk of developing gambling issues.
Final approval for the updated policies will require full council meetings, scheduled for December 19 for Adur and December 17 for Worthing.
