Missouri to Begin Accepting Sports Betting Operator Applications
The Missouri Gaming Commission (MGC) has officially announced that it will begin accepting applications for sports betting operator licenses on May 15. This marks a significant step forward in the implementation of legalized sports betting in the state, following the approval of a constitutional amendment by Missouri voters in November. The approved measure requires sportsbooks to be operational no later than December 1.

The process of launching sports betting in Missouri has faced delays due to regulatory hurdles. Earlier this year, Secretary of State Denny Hoskins rejected emergency rules proposed by the MGC. As a result, the standard regulatory procedures must be followed, with licensing rules taking effect on August 30. The decision to start the application process in May is intended to allow ample time for a thorough review of applications and the issuance of temporary licenses before operations begin.
The timing of the application period raises the possibility that sportsbooks could be ready to launch in Missouri by the start of the NFL regular season in early September. Other states that have legalized sports betting have managed to meet similar timelines, indicating that Missouri's regulatory bodies may be able to achieve a swift rollout if the process proceeds without further obstacles.
Missouri's sports betting launch has encountered resistance from key figures in the state government. Hoskins, who has been a frequent opponent of sports betting legislation, argued that the industry does not warrant emergency rulemaking.

Emergency Rules Don't Apply
State law specifies that emergency rules can only be enacted if there is an immediate threat to public health, safety, or welfare. According to Hoskins, sports betting does not meet these criteria, nor does it serve a compelling government interest that would justify an accelerated implementation.
The constitutional amendment legalizing sports betting was approved by a narrow margin, with just over 50% of voters in favor. This slim majority reflects the divided opinions on the issue among Missouri residents. However, with the amendment now in place, the state is moving forward with the necessary regulatory steps to establish a legal framework for sportsbooks.
Missouri's sports betting framework will allow for partnerships between online sportsbook operators and the state's six professional sports teams, as well as its 13 riverboat casinos. These entities will also be permitted to operate in-person sportsbooks. Additionally, the MGC has the authority to grant two standalone licenses to national sportsbook operators that are not affiliated with local sports teams or casinos.
The taxation structure for Missouri's sports betting industry has been set at a 10% rate on sports betting revenue. This rate is in line with taxation policies seen in other states that have legalized sports wagering. The revenue generated from sports betting taxes is expected to contribute to state funds, with potential allocations toward education, infrastructure, and other public services.
