Macolin Convention Welcomes Spain as 12th Member State

Spain has officially become the latest country to join the Macolin Convention.

As Europe's only international law addressing sports competition manipulation, this treaty facilitates cooperation among governments, sports organizations, and betting operators to prevent match-fixing, detect suspicious activities, and punish those involved.

Spain's national gambling regulator, the Directorate General for the Regulation of Gambling (DGOJ), announced the signing of the Macolin Convention by the nation's ambassador and Council of Europe representatives.

Following the signature, Spain ratified the Macolin Convention on October 17. The treaty will take effect on February 1, 2025, marking a "fundamental step" in combating sports manipulation, according to the regulator.

By ratifying this Convention, Spain demonstrates its commitment to protecting the integrity of sports and promoting a safe, secure, and transparent environment for athletes, spectators, and betting operators alike. It joins other countries like France, Greece, Iceland, Italy, Lithuania, Norway, Portugal, the Republic of Moldova, Switzerland, and Ukraine in the fight against sports manipulation.

Membership to Build on CONFAD's Progress

The DGOJ is optimistic that Spain's membership of the Convention will bolster CONFAD's efforts in fighting sports manipulation and betting fraud. CONFAD is a Spanish national commission established to prevent the manipulation of sports competitions, detect and investigate potential match-fixing and protect sports integrity in the country.

As a collegiate body linked to the Ministry of Social Rights, Consumption and Agenda 2030, CONFAD collaborates with various stakeholders, including public authorities, Spain gambling operators, regulatory agencies, the Higher Sports Council, and law enforcement representatives.

"This is a fundamental step for Spain in the fight against sports manipulation and the safeguarding of the integrity of sport, placing Spain among the pioneering countries in the eradication of this scourge," DGOJ's statement read.

The Macolin Convention, shortened for the Convention on the Manipulation of Sports Competitions, entered into force on September 1, 2019. It has been signed by 32 European States, along with Australia and Morocco.
