LISTEN TO THIS ARTICLE:Speaking ahead of the sixth Chief Executive election, which is scheduled for October 13, Hou Fai stressed that after his election he will uphold the law to oversee the development of the Macau gaming industry, stating the sector “will not shrink or be shut down.”
Emphasizing Support for Macau’s Gaming Sector
During a recent Candidates’ Platform Presentation and Question and Answer session, Hou Fai outlined his vision for Macau’s future, which included a commitment to maintaining the health of the gaming industry. While his previous remarks referred to the “barbaric expansion” of the industry, his tone during this speech was more measured, with a focus on stability.
Hou Fai reassured the public that the gaming industry, a cornerstone of Macau’s economy, will continue to operate under strict regulation.
The gaming industry is Macau’s primary industry, and if it does not develop healthily, it will have far-reaching consequences. The new government will strictly enforce the new gaming law to protect and supervise the healthy and orderly development of the six concessionaires. The new government will require and supervise the concessionaires to monitor their non-gaming investments of MOP$130 billion in accordance with the contractual requirements so as to promote the diversified development of the Macau economy.

Employment Stability and Dealer Jobs
Hou Fai was asked whether changes would be made to the rule that restricts dealer jobs to locals, and he confirmed that no changes are planned. Currently, around 23,000 dealers are employed in Macau, many of whom are locals. Hou Fai highlighted the critical role these jobs play in maintaining social stability, as they support thousands of families in the region.
In addition to his gaming industry plans, Hou Fai outlined five major policy ideas for his potential governance. These include:
1. Enhancing public governance capabilities and standards;
2. Accelerating the development of a diversified economy;
3. Supporting Macau’s integration into the overall development of China;
4. Strengthening education, science, and technology systems;
5. Improving livelihoods and social welfare.
Additionally, Hou Fai shared his “four visions” for the future of Macau, which include transforming the region into a “Rule of Law Macau”, “Vibrant Macau”, “Cultural Macau”, and “Happy Macau” over the next five years.
