India Moves Toward Stricter Regulations on Online Gambling
The Indian government is working toward introducing more stringent regulations for online gaming, gambling, betting, and lotteries.
LISTEN TO THIS ARTICLE:The Ministry of Home Affairs (MHA) has begun discussions on the necessity of a central law to oversee the various activities. According to reports, senior MHA officials recently held a meeting that included representatives from several agencies, including the Intelligence Bureau. During the discussions, it was decided that the Indian Cyber Crime Coordination Centre (I4C) would prepare a report assessing the need for new legislation. The conclusions from this report will guide future regulatory decisions.
Currently, Indian gambling regulation falls under the Ministry of Electronics and Information Technology (MeitY) through the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021. These rules require gaming platforms to comply with specific obligations, and non-compliance can result in losing legal immunity for third-party content.
Concerns over Fraud and Security Risks
Government officials have concerns about fraudulent practices, including manipulation of gaming outcomes, financial fraud, money laundering, and unauthorized data access. Some online gaming platforms are already under scrutiny for engaging in dishonest activities. Additionally, celebrities promoting illegal gambling platforms could also be held accountable under new regulations.
Many offshore gambling apps are under review for promoting false advertising and conducting unauthorized financial transactions. Furthermore, authorities have pointed out the lack of adequate player protection measures, grievance redressal systems, and age restrictions on several gaming platforms.
Another issue raised by officials is cybersecurity. Some gaming applications request access to system files, creating hacking and data theft risks. Additionally, users sharing personal information in gaming chats and forums are more vulnerable to scams and fraudulent activities.

While the Union Home Ministry has not provided an official timeline for the proposed law, experts believe regulatory changes are inevitable. The government aims to establish a comprehensive legal framework that ensures transparency and better consumer protection for online gaming and betting participants.
As discussions progress, industry stakeholders and gaming companies are closely monitoring the situation, awaiting further clarity on potential regulatory changes and their impact on the sector. The final decision will depend on the findings of the I4C report and subsequent government deliberations.
