Illinois Issues New Rules for Sports Betting and Casino Ads

The Illinois Gaming Board (IGB) has introduced new marketing and advertising rules for sports betting, casino gambling and video gaming, aiming to implement uniform standards across the state's various gaming sectors. During its meeting on September 12, the IGB adopted these rules as part of an ongoing effort to reassess existing regulations and ensure the safe expansion of Illinois' gaming industry.

According to IGB Administrator Marcus D. Fruchter, the updated regulations will enhance safeguards for advertising and marketing activities related to sports betting, while extending these standards to cover casinos and video gaming for the first time. "The new rules adopted today will provide uniform advertising regulation and standards across all Illinois' gaming markets under IGB jurisdiction," Fruchter said. The revisions reflect the IGB's commitment to creating a safer gaming environment while maintaining transparency and fairness in its advertising practices.

The meeting also coincided with National Responsible Gambling Education Month, which takes place every September. This initiative aims to raise awareness about responsible gambling and educate consumers about maintaining healthy gaming habits.

Administrator Fruchter emphasized that the IGB remains dedicated to collaborating with various stakeholders to promote responsible gaming practices. These partnerships include working with Illinois gaming operators, addiction specialists, and other government agencies to support individuals who may struggle with gambling-related issues.

Fruchter highlighted the importance of ensuring that those seeking help for gambling problems have access to the necessary resources without facing stigma or unnecessary barriers. He encouraged individuals who feel they or a family member may have a gambling problem to learn more about IGB's Self-Exclusion Program or the "Are You Really Winning" initiative, which provides guidance on seeking help through the Illinois Department of Human Services' Division of Substance Use Prevention and Recovery Program.

Changes Made to the Casino Segment

In addition to the new advertising rules, the IGB addressed several regulatory actions during the meeting. Notably, the board approved the renewal of a four-year Casino Owners License for Midwest Gaming and Entertainment, which operates Rivers Casino.

The IGB also issued multiple casino-related approvals, including licenses for two Level 1 licensees, 114 Level 2 casino occupational licenses, 123 Level 3 occupational licenses, and the renewal of one supplier license.

For video gaming, the IGB approved 172 video gaming locations, along with licenses for 119 terminal handlers and six technicians. However, not all applicants were successful, as the board denied licenses for one terminal operator and 14 video gaming locations.

Additionally, the IGB ordered one unidentified operator to break ties with an applicant and issued non-renewals for seven video gaming locations. One final board order under Video Gaming Rule 320 was also issued during the meeting.

The IGB also took action on sports betting licenses, renewing one Master Sports Wagering license and approving 188 Level 2 and Level 3 sports betting occupational licenses.

Illinois is home to a diverse and expansive gaming network, including 15 casinos, 15 legal sportsbooks and over 8,700 licensed video gaming venues, according to the IGB.
