Hacksaw Studios and Panda Bluemoon Penalized in Sweden
The Swedish gambling regulator, Spelinspektionen, has imposed penalties of over SEK3m (£222,370) on two iGaming suppliers for providing content to unlicensed operators.
Spelinspektionen noted that the two suppliers provided their games to unlicensed operators.
LISTEN TO THIS ARTICLE:Hacksaw Studios and Panda Bluemoon were fined SEK2.6m (£192,732) and SEK700,000 (£51,889) for violating Sweden's gambling laws. According to the regulator, the two companies supplied software to two online gambling platforms operating in the jurisdiction without a valid Swedish license.
Spelinspektionen uncovered the violations while investigating several websites operated by unlicensed operators barred from offering gaming services in Sweden.
In November 2022, the Swedish parliament introduced significant amendments to the Swedish Gambling Act, including a new permit requirement for all companies involved in manufacturing, supplying, installing and adapting gambling software.
In accordance with the law, which was implemented in July 2023, the Swedish regulator started awarding licenses to interested suppliers in March. The regulation mandates operators not to utilize software by illegal providers. Likewise, it banned approved iGaming developers from launching their titles on gambling platforms that are not licensed in the region.

Spelinspektionen Overturns Zimpler’s Order
In a separate development, the regulator has announced that it has overturned its order to Zimpler, a payment service provider, to stop offering BankID-enabled payment solutions to gaming companies without a Swedish license.
The administrative court ruled that the authority lacked sufficient grounds to issue the injunction, thus reversing the decision.
WiseAvant OÜ Banned in Sweden
This development is coming days after Spelinspektionen banned WiseAvant OÜ from offering games of chance to Swedish customers.
According to the Swedish Gambling Authority, an investigation revealed that the company offered lottery-style games for skins on its website.
Notably, WiseAvant OÜ is the sixth unlicensed operator Spelinspektionen has banned since the year began.
